Painting in Frederick & Central MD
Housing built before 1978 may carry lead paint, and disturbing it is regulated work. This page is the plain version of what the rules require and what you should ask any contractor to show you before a sander comes out.
Quick answer
Expect 15% to 30% on top of a standard interior repaint and 20% to 40% on an exterior, plus $350 to $900 per work area for containment and setup. Testing suspect surfaces runs $250 to $600. The additional money buys containment, wet working methods and a proper HEPA cleanup rather than a different paint.
The work
A great deal of Frederick County housing predates 1978, which is the year lead was banned from residential paint in the United States. That does not mean an older house is dangerous to live in — intact paint under later coats is generally stable. What creates the hazard is disturbing it: sanding, scraping, heat-stripping or demolishing a painted surface turns a stable film into dust, and lead dust is the exposure route that matters, particularly for small children and during pregnancy.
Because of that, the EPA's Renovation, Repair and Painting rule regulates firms that disturb painted surfaces for money in pre-1978 housing and child-occupied facilities. Maryland adds its own layer on top, with registration and testing duties that fall on pre-1978 rental property in particular. The practical consequence for you as a homeowner is simple: this is one of the few parts of a paint job where the right question is about paperwork, not about product.
So here is the straight version. Ask any contractor bidding your pre-1978 house to put their certification for this work in writing before anything starts, and ask what their containment and cleanup plan is. If a bidder is vague about either, that is your answer. And if a particular job turns out to need certified lead abatement rather than lead-safe renovation, those are different trades with different credentials — we will tell you that plainly and point you toward the right firm rather than take the work.
Lead-safe practices add cost to an otherwise ordinary paint job because of containment, method and cleanup time. These are the typical additions in Maryland rather than a separate service price.
Ranges, not quotes. Real numbers come from a walkthrough — access, condition, height and finish level move a price more than square footage does. Estimates are free and in writing.

Painting older homes and lead-safe work
What’s included
Written into the estimate, not assumed. If something on your job is not on this list, it gets priced and named before anyone starts.
We start with the build date and what has been done to the house since. That determines whether lead rules apply at all before anyone quotes a price.
Where a surface is suspect and will be disturbed, it gets tested. Assuming a painted 1950s window casing is clean is not a method.
Plastic containment, closed-off rooms, covered floors and controlled access while work is live, so dust stays in the work area instead of travelling through the house.
Dry sanding and open-flame or high-heat stripping are the two fastest ways to make lead airborne. Wet methods and contained scraping instead.
HEPA vacuuming and wet wiping of the work area and the route to it, then a visual verification pass before containment comes down.
Lead-safe renovation and certified lead abatement are different trades. If your job needs the second one, we say so and send you to a firm that does it.

Straight answers
Not covered here? Call and ask — you’ll get a real answer, not a “depends on the job”.
Not definitely, but it is a reasonable assumption worth testing if it was built before 1978 and you are about to disturb a painted surface. Later repaints often sit over original lead layers, so a modern-looking wall can still have lead underneath. Testing the specific surfaces that will be disturbed is cheaper and more useful than testing the whole house.
Three things in writing: their certification for renovation work in pre-1978 housing, how they will contain the work area, and how they will clean up and verify afterwards. Ask us the same questions and ask every other bidder too. A contractor who cannot answer all three clearly is telling you something useful.
No, and the difference matters. Lead-safe renovation means doing ordinary work — painting, carpentry, window replacement — without creating a hazard. Abatement means permanently removing or sealing the lead itself, which is a separate certified speciality with its own rules. If your job is really an abatement job, it goes to an abatement contractor.
Same crew, same visit
Most painting jobs are two or three of these at once, which is why they are priced and scheduled together rather than as separate call-outs.

Longer answers than a quote page has room for — how the work fails, what putting it right actually involves, and when waiting is the honest call.
